Filter is just another term for system. The term is usually used in the context
where we want to implement a system that modifies the amplitude of the frequency
response in some desirable way. The term is normally applied to a linear time-
or shift-invariant system.
A filter is normally represented by its frequency response. The following
examples are important idealized filters.
